The main elements of the draft agreement are: The transitional period will start on 1 February 2020 and end on 31 December 2020. The Union has officially informed its international partners of the withdrawal of the United Kingdom and of the transitional provisions of the Withdrawal Agreement, including as regards the EU`s international agreements, by means of a note verbale also approved by the United Kingdom. The note verbale informs the international partners that the United Kingdom is treated as a Member State for the purposes of the Union`s international agreements during the transitional period. The note verbale was transmitted to international partners, including third countries and international organisations, after the signing of the Withdrawal Agreement. The UK government and the other 27 EU member states approve the draft agreement. The deadline set by the Withdrawal Agreement of 1 The European Union and the United Kingdom did not agree on an extension in the framework of the Joint Committee on 27 July 2020 for the extension of the transitional period. This temporary period was agreed in the framework of the Withdrawal Agreement and is expected to continue until 31 December 2020. Until then, it will be a business as usual for citizens, consumers, businesses, investors, students and researchers, for example in the EU and the UK. The political declaration is 30 pages long and outlines a longer-term agreement between Britain and the EU.
Negotiations are ongoing and the UK is working to reach an agreement by 15 October 2020. The idea behind the transition period is to give some air as new negotiations take place between Britain and the EU. The European Union and the United Kingdom reach a draft withdrawal agreement. This protocol also provides for a unilateral withdrawal mechanism for Northern Ireland: the Northern Ireland Assembly will vote every four years on the continuation of these agreements, for which a simple majority is required. These votes take place two months before the end of each four-year period, the first starting at the end of December 2020 (the date on which the transitional period is expected to end).  If the Assembly is suspended on that date, arrangements are made to allow MLA to vote. If the General Assembly expresses its inter-municipal support in one of these periodic votes, the minutes will apply for the next eight years instead of the usual four.
